The relevant statute is the Utah Consumer Credit Code, Utah Code Ann. §§70C-1-101 through 70C-8-203 (UT-UCCC).
A. Actions lender may take: UT-UCCC §70C-2-104 - Applies only to open-end loans in a first lien position. If the lender has to pay for collateral insurance required in the loan agreement, the lender may add the amounts paid for that insurance to the loan amount.

D. Charges permitted: No express statutory provision.
E. Finance charge allowed on lender's payment: No express statutory provision.
